Concepts of Roadside Infrastructure and Rest Areas LLIV-299

The project “Concepts of roadside infrastructure and rest areas” was implemented within Latvian-Lithuanian Cross Border Cooperation Programme 2007-2013 part-financed by the European Regional Development Fund.

Project main objectives:

  • to develop and justify the concepts of roadside rest areas as effective tools of improvement safe and secure movement of people and goods;
  • to promote rest area as an open place, convenient and accessible to all travelers, regardless of age, disability or language, designed for long-term heavy-duty use and ease and efficient maintenance.

Work packages

Work Package 2: Road transportation performance research

Is aimed to value the real obstacles of existing situation with road-side areas on chosen E- routes in cross-border region, to identify the real demand for safe and secure parking, to reveal main direct and indirect influences, to provide complex quantitative and qualitative research on road transport performance in project area of both participating countries.

Materials developed within Work Package 2

Work Package 3: Modelling and assessment of rest areas concepts

is aimed to elaborate and perform integrated detailed strategic comparative analysis of several scenarios for different functional types of parking areas performance for LV and LT in cross-border project areas and possible effect of this action on the transportation performance and socio-economic activity of the region, environmental sustainability, nature resources.

Materials developed within Work Package 3

Work Package 4: Development of Implementation Strategy incl. guidelines for design and maintenance

is aimed to elaborate strategic and operation plans for establishment of two different types of rest areas – highly tailored only for heavy trucks drivers fatigue issues and multi-functional parking and rest areas, including: a) Package of innovative and environmental friendly architectural and engineering design solutions for chosen models of rest areas to match different demands (simple rest area, welcome centre, service plaza etc); b) Maintenance and Operations plan covering recommended feasible locations, action plan for private and public stakeholders, asset management program etc.

Project “Concepts of roadside infrastructure and rest areas”

19th of May 2013 Latvian Transport Development and Education Association in cooperation with Latvian national road hauliers association (LANA), Kaunas University of Technology ) (Lithuania) and Lithuanian national freight forwarding association „LINEKA“ finished the project “Concepts of roadside infrastructure and rest areas” within Latvian-Lithuanian Cross Border Cooperation Programme 2007-2013. Round-up seminars “Safety roadside rest areas system – novel concept and implementation challenges” were organized in Riga and Kaunas.

Road performance research

From 20.04.2012 till 20.10.2012 the project partnership carried out Road performance research activities. The research covered project roads and their roadside infrastructure inspection, study of roadside area socio-economical environment, traffic flow intensity, drivers’ opinion survey.
